Try to get good backlinks you can also buy links.Do forum posting,blog posting and article submission are also helpful to increase PR.

Why buy links? when you yourself can build links in your own way? participate to high rankings forums related site, blogging, directory submission and article submission..

The idea of buying/selling links for the sake of PR and SERP ranking might hurt your site because there's a buzz going on that paid links are disapproved by search engines. Don't know how they can detect these type of links but here's a good article regarding paid links:

Get more backlinks with high page rank could the best way to improve your site rank. It is not a good idea to buy links that is not relevant to your site because it is negatively affect your search engine ranking. It is what we called link scheme.
