The problem is that it creates a whole lot more work for small website owners. We have just had one of our sites badly hit by a Manual Action. It looks like a directory network has copied on of our articles and spammed it all over the web. if you know the bad quality links try to delete them manually. Use backlinks tools to identify the links e.g. MajesticSEO. You should try to claim, contact the webmasters team of the websites which you feel that are bad links.

If you feed you can't control the bad quality backlinks group then use Disavow tool. Its a free tool by google where you can upload text file (.txt). This tool won't help to delete the links but it will ignore all the links while google bot assessing your website.
