HTML, is an application of SGML (Standard Generalized Markup Language) and allows an author to omit certain tags and use attribute minimization.
Sitemap.xml is used to tell the google bots about your website pages. Basically xml sitemap is used for spiders and users. You can set frequency and priority while creating this and upload this through your webmaster tool.

HTML sitemaps are created for the user and contains a basic structure for displaying all the pages of the website in a hierarchy. XML sitemaps are created for the search engines and helps a search engine bot to easily cache, index and discover new pages

I'm not sure anyone does HTML sitemaps anymore. They were a forerunner to the XML version to help Google understand your webite. XML sitemaps do this much more effectively
