Which is the best way to make quality links?

forum and artical are the quality links

I good way is to use Wikipedia as a source of good quality links. Search for dead or broken links in the source pages of an article on Wikipedia, and when you find such, replace the dead or broken link with a link to your site - with a relevant and good content, that could do the job of the dead or broken link.
