I mean, if I create backlinks in a high PR american website, will my brazilian website rank higher on SERP's or do I need to create backlinks in brazilian sites? I hope u guys get what I mean haha, and sorry for my noob question.

first of all, forget about PR. it is outdated and no longer in use. You should check DA instead of PR.
getting backlinks from high authority site will be a good for your site.
try to get backlinks from local sites, it will be more effective.

It is worldwide. I have seen many times how a German version of a website links to a french version of the same website and that link is visible to the search engines.

Of course SEO is worldwide. If you can do back linking in American websites and if the websites are of high quality then it is ok for your Brazilian website.

while you do off page activities,
choose the relevant sites for work if possible.
as I already said, check the DA of the site you selected to work.

relevant backlinks are more effective than others. so let's say if your site is about Car care products, try to get backlinks from the automobile sites.

you can do profile creation on high authority sites. there are lots of activities in SEO if possible contact best SEO company to guide you or to work for you.

Of Course, SEO is WorldWide, You can rank websites in countries you don't live in, all depends on keywords and the niche on region basis, Yes you can rank your website in US and brazil as well.
