Do search engine cloakers really generate lots of hits to your web site?
Are they okay to use with search engines such a google?

Cloaking your website can get you in big trouble by the search engines. Don't do it. Why not just do it right to begin with.

As per my knowledge it should consider as spamming by search engine and your website might be penalize by search engine. You should not use such unethical techniques.

It's a very risky process and you should avoid it just to get lots of hits to your website. Instead use some ethical SEO and internet marketing process that can really work for you!

Cloaking is a black hat techniques. search engine can penalize you for the use of cloaking.

Cloaking is a black hat technique . If done , may be search engine don't find you initially .But , they have their own techniques to find out who is doing cloaking . So, when they find out , they can remove you from index or even blacklist you from their database . Now, its upto you , what you choose. You can find about cloaking on the following URL .
