IMO none of the tool can predict correct PR, they just calculate using some algorithm. You should not go behind them what i will suggest you to concentrate on link building and SEO.

There are plenty of tools for the same. Best is the Alexa Rank toolbar for the Mozilla and Chrome browsers. They give you all the ranking information instantly as you visit the website.
