Any strategy which involves content is the better one. Quality content will always helps to get quality quality link which helps in getting good rankings and better page rank. Also content will plays major role in generating traffic.

Doing both On-Page and Off-Page Optimization is the best thing to do. On-Page Optimization first. It deals with the proper use of title tags, meta tags, keywords, description, alt attributes, h1/h2 tags, content, sitemap and robots.txt. Then next is Off-Page Optimization. It is responsible for creating back links or inbound links. Forum posting, article submission, blog commenting and press release are just some of the techniques that falls under Off-Page.

It's wrong to mention some methods that can only be effective for SEO. SEO contains both on page and off page methods. You should do SEO such a way (from both on page and off page perspective) that your target keywords can rank well in Google for your site, your site will have a unique and informative content with some quality backlinks. For all these things you can't depend on few strategies. You need to work hard and apply several methods.
