Are you pertaining to number of characters on title tag of a page? 60 is just the limit that shows on SERP result and there is no rule on how many or how long you put on your title tag, as long as it is not spammy or over stuffed with keywords..

better not to exceed on 60 characters, although there is no limit, the 60 characters are only shown on SERP.

IMO, around 60 - 80 is still acceptable for meta title.

I believe there is no benefit on a 60 character Title Tag, this means that you are trying to rank for more than 3 keywords and you never will since you are not focusing you seo efforts on the same words.

Well he hasn't mentioned he is not working on the SEO Techniques!
I believe 60 should be the maximum limit, it's easy to remember and doesn't looks spammy at all.
