Maybe they've done black hat techniques on their website. are you sure they dont have backlinks at all? can you share to us the link Page?

You say you added new page to your site, so it is an inner page. And probably it got backlinks from other part of your site and they can give PR juice too to your site. Also, PR is not only about backlinks, it's content plays role too in rating it's importance.

Backlinks are important to gain traffic and website popularity which helps to attain good position in major search engines finally results in good PR...but we must take care that the backlinks should be from websites having good position in search engines....

In order to maintain a conistent position over the Search Engines, Backlinks are extremely important factor. Whats the ranking of your websites homepage. IF its high PR then can also affect the PR.

PR = backlinks and their quality...so there is NO way you could get PR 2 with no backlinks

backlinks are must to get pr although a site has only one but powerful link, that can find but if google is giving pr without any link than google can do anything because google is king of online jungle, nobody can ask him but if you hve to get success than dont wait to be google's beloved and struggle start...... by all seo techniques

maybe your homepage got high PR or your site got good reputation in google and the page is linking to the home page. It got boost because of the link in home page.

we may see the PR of home thrice in a year, but to inner pages there will be frequently update in the PR.
PR Depends up on many factors, among them the most important are the content and the back links of the website.

backlinks is important but then it is not the only reason why you gain PR...the content itself has something to do with it as well

If backlinks are good enough for home page of the site . then a new page can get ranked without any backlinks .
