its not all about links, yes link gives big weight but we also need to consider the quality of the site if it has good content and design.

And making site contents and information more interesting, unique, quality written and very trendy makes the site not only gain PR but good rankings too..

The PageRank Algorithm
The calculation doesn't support any definite proof on where they get it exactly. Google algorithm most specially on PR calculation system never reveal nor explain fully by Google itself. I guess you just come up with pretty good assumption, and not that bad at all.

I agree with you because generally it is said that to increase pr you need good quality backlinks..

Normally google read backlinks for increase the PR of the Page. But sometimes many websites get the high PR accidently.
