What actually is alexa ranking?It changes according to the traffic to a particular site or comparing the traffic with all other sites on www?

alexa gives you idea on how does a site popular, if you are an advertiser you can base how the site be effective by looking at the alexa ranking.

Alexa Ranking is a site ranking assigned by Alexa Internet to measure websites' popularity. It claims to use a number of factors in deciding the site popularity, but really it depends mainly on usage data collected by the Alexa toolbar.
The higher the ranking is, the smaller number is the rank given. Based on Alexa, Google (Alexa Ranking 1) is the most popular website in the Internet, followed by Yahoo(2), Facebook(3), and Youtube(4).

The Theory of alexa rank is bit complicated,
If your site's Alexa rank is 100. Then Every 100th users visit your blog in all Internet users.
submit express's Alexa Rank is 2701 that mean Every 2701th Internet user visit submit express..

Alexa is not giving the complete right ranking. It gives you a general idea about how the site ranking goes.

google is not a complete seo tool, it give only ideas about importance of your site. idea never can be 100% perfect. use google analytic for best results

Alexa ranking provides information about websites including Top Sites, Internet Traffic Stats, etc. But it's not very reliable.
