I don't thing there is nay kind of local SEO. If you are living in Liverpool and want to optimize your website in Liverpool then definitely you need to optimize your website for Google.co.UK which cover whole United Kingdom. But you can do these thing
1. first you can choose a URL which has this keyword in URL like we are providing seo services in Liverpool then we can pick seoservicesliverpool.co.UK.
2. You can submit you website into free regional directories which are hosted in UK and then try to find region Liverpool and submit your website.
3. Do forum posting in which forum they should be hosted in UK and must have category Liverpool.
4. Do some three way link building with UK websites.
