They are an additional tool to help the search engines when they crawl a site. There is no requirement for any sitemap and your pages will get indexed without them if you pay close attention to navigation within your site.

XML Sitemaps are important for websites. Guess what? All the three major site engines (Google, Bing, Yahoo!) have sitemap submission tools.

I guess these tools were developed for a purpose....

You should submit the sitemap page rather than the index to the search engines so that the bot can easily read all the pages in your site. Sitemaps are very useful for a site as it allows search engines to navigate all of your pages.

This is like a map of your site that tells crawler how to browse in your site. It helps crawler index your site in an efficient manner.
