He combines both.
The principle of building links is different.
In 3 simple way buildingy exchange links are coming back to the link so there are no direct trade links as a mediator is involved.
For example: 1. site linking to a second site, 2. site linking to third site. 3rd site linking to the first site (this is his return link) ...

Most of the link builder or SEO specialist usually perform of 1 way link building.
Such as focusing in off page factors like forum submission, Social bookmarking submission, article submission and directory submission. Also, they focus on getting links in high PR website!

Website with more incoming backlinks is better than having more outbound links. Link juice only passes through your website without linking or reciprocating those links.

Both method is best but, 3 way link exchange is better. It is because you can gain more back links to different sites. However, 3 way link exchange is hard to manage.

Just try out what works for you. Different link building methods work for different people. It is best though if you can get more links out there, so you can get people aware of your site and then clicking through to check what you have to offer.

3 way link building is type of link exchange.
One ways is like Free back links,
Both of doing is own great work. I think both of is best for link building.

3 way link building is better than one way linking but I will recommend you two opt both link building methods.

The best link exchange variety for me is the one-way link exchange process because your web portal's link is posted on another web portal without the need of any reciprocal link. The problem of reciprocal linking or the two-way link exchange process is you do not know if your web portal's link is really posted on the other web portal (or if posted now, how about in the succeeding days?).
The three-way link exchange is more complicated to utilize especially for beginners. That is why it is much advisable to use the simplest form of link exchange.
