Why Does Google collects has been reduced?

Google Collects.. it was first time i heard this term. Can you please be very clear about it and give information.

Google isnt as bad about collecting info as Axiom.

I might be wrong, but what I understood from your query is Google regularly updates and crawl webpages regularly. The updates is done as per content updates. If content is updated frequently there are higher chances of search engine to crawl web pages and get indexed.
