Absolutely to get high page rank on google, SEO is must. And it should be both on page SEO and Off page SEO.

aside from basic SEO techniques, for search engines you should know how major and other search engines ranks sites.
sample search engines:
alexa - ranks sites through traffic
google - ranks site through quality back links
yahoo - ranks site though keyword density
bing - almost same with google
knowing this will give you an idea on how to balance your SEO strategies for your site.

To rank high on search engines takes time. Doing SEO really help you to achieve that goal. You can work on onpage and offpage SEO techniques for you to get quality traffic and backlinks, since traffic and backlinks really help to rank your site in search engines.

High SE rankings starts with your content. Good content is always the best thing for SEO. You then want to make sure that all of your on page SEO is correct and on point. From there you start building your links - and that's all there is to it...easy enough right?
