Hi,
what is the best time for start link building for a new site.I have created a new blog by wordpress on 5/11/2010

i want to know that ,i can start links building for it.
I have listen that creating links for a new site is harmfull and google penalized your site for search results.

I don't think you have to wait for the right time. You can start linkbuilding immediately after you upload your website.

you can start link building as soon as you get a space in search engine due to your content and keywords.

You can start building links for your website at any time but make sure the flow of links is constant and it should look organic to Google. Huge number of backlinks in a short period of time after starting a new website will leads to penalization. I would like to suggest you that you should start by building 4-5 links daily and then you can increase this later on.
