I don't think this is very important as for SEO matter, it is better if the site owner just update his xml sitemap on GWT or increase the crawling rate for his site.

The meta refresh tag or meta redirect is a tool for reloading and redirecting web pages. Meta refresh redirects have been used by spammers to fool search engines. So search engines remove those sites from their database. If you use a lot of meta refresh tags to redirect pages, the search engines may decide your site is spam and delete it from their index.

If your page has moved, or you have a need to redirect your visitors automatically, you can use a meta refresh to send them the page of your choice. Be careful when using this, though, especially on your main page. Some search engines are trained to look for a meta refresh that leads from a page stuffed with keywords to the real page, redirecting the user so quickly that they never see the keyword-loaded page. Thus, if you refresh too quickly (in some cases anything less than 10 seconds is too quickly) you stand the chance of having the page pulled from the listings.

A site’s Meta tags may not be as important as it used to be before, however I feel that Meta Description is something you can’t just ignore. A site’s Meta description should contain a brief description of your website focusing on the areas and services that your business is specialized in.
