As if you want to promote your website individually you can do it but the result will not be perfect. So there are so many poitns which you have to follow to rank your website on Google.

Simple. Learn SEO. If you are not familiar with various methods use in SEO, there are websites that teach SEO for free. You can check those sites in Google.

Firstly create .xml sitemap for your website and submit it in Google and than promote your website as Search engine optimization tips as per Google require to rank higher in SERPs.

Decide your targeting keywords for your website with some keyword analysis tools. Then start on page optimization for your website targeting your keywords. and then come to off page optimization.
On page optimization of an website includes
1. Keyword Optimization (Keyword Research & Density)
2. Title Optimization
3. Meta Tag Optimization
4. Image Optimization (Alt Tags)
5. H1,H2, H3 Tags
6. Internal Links Optimization
And then start link building for your website. Do not follow black hat techniques. And also get quality and worthy links.

Hi there. Google like fresh and unique content, so create a content for your site. Also, you can submit your update in social bookmarking sites. But be sure that you post interesting and informative content to attract more viewers.

If you want to Target Google.com its mean you want to target US Audience.as you said you have good position in Google.ae.
I will suggest you change your website Geographic target from Webmaster tools for Temporary.and also Submit your content US. Directories

Once you have your site complete and it is up and running.... you will want to promote your site. A wide variety of ways to do this. First I suggest you sign up for Google Webmaster tools (free) and verify your site (directions are in the webmaster tools) and also consider signing up for Google analytics (also free). Analytics will help you "see" who is visiting your site and how they are finding it, via searches, direct keying in of the URL or via links, etc. Also where they are from, how many per day, etc. Lots of good information.Also to submit your URL to Google for the search engine.
