Because google gives more important to a site which has more backlinks come from popularity sites like .edu, .gov and high PR sites. some effective link building techniques are directory, social bookmarking, forum, blog commenting, press releases, article submission, profile submission, create a separate web pages by web 2.0 property sites, link bait and classified ads.
