It refers to hiding contents, coloring it the same as color of the background to make it "cloak" or invisible It considered keyword/content stuffing which is not good in SE.

Cloaking is the way to redirects on the new site. Ex. When you open the goolge.com.But some time it redirects to google.co.in. if you open in India.

Clocking is one kind of SEO technique where u can open one site but it redirect to other site.Cloaking is a form of the doorway page technique.

Cloaking is a Black hat technique, and it is not recommended to use in promoting your site in search engine. This will only deceive the visitors as well as the search engine. It redirects from one site from another website.

I think this is the very complete and the best definition about Cloaking. I would like to say that it's not a good technique as it's a black hat or unethical way to do.
