Google is certainly strict with number of links being built for sites, too much is not recommended and may flagged as manipulation.

Hello...

Link velocity is often incompletely described simply as the speed at which you add incoming links to your website.

Thanks

The process of getting numbers of link to your sites from different domains or websites with speed is generally calling link velocity. When we do bulk submission with speed link velocity will be generated but some time it considered as spamming work.

According to me link Velocity technique is an organic link building technique which has a history of success. It is definitely time consuming but it also accuracy and definitely long term ranking position.
