Does two way link exchange still work ?

Hi
I have two projects one is London based self storage company and second is Home and office removals in Bath, for the optimization . For the first one I have taken the reciprocal links with the link exchange techniques and second is new one and I haven't done anything like link exchange so far,

My question is that two way link exchange is still effective ? Shall I do it for the 2nd project as well ?
if its not of worthy now than shall I remove the links those I have taken for the 1st project as well ?

Please help.
