what is a bad neighborhood in link exchanging ? any body please provide me the information regarding this.

The following type of sites could be considered a bad neighborhood: "scraper sites, link farms, sites with large amounts of spam or malware, or sites with illegal material". If you link to such a site on your website, you could be lumped in with other sites in the bad neighborhood, and penalized as a result.

I don't think having a link on gambling sites have anything to do with bad neighborhood. The most appropriate definition of a bad neighborhood is having links on sites which have been penalized or doing link farming. Simply say that this are sites which have bad reputation in search engines.

A bad neighborhood is a website that uses any black hat techniques to increase their site's rankings or do harm to customers reading the site. Those techniques might be:
cloaking, spamming,installing viruses, link farms, breaking laws
