It's possible to host our own web site by running a web server at our home pc such as apache etc.
But this provides only space for our files,the domain name for our website should be registered with a 3rd party domain provider.
Cant we host OUR OWN DOMAIN NAME at our own pc without any 3rd party support at zero cost ? How can we do it?

I don't think you can do that. You would have to be registered as an official registrar, and I'm not sure about the process for doing that. But I doubt you could become a registrar with just a home PC.

Running a webserver without spending anything is impossible. You still need to spend something for your domain provider.
