I have seen a few of websites with its footer stuffed with keywords and some of them have got good positions for those keywords, would like to know is it the right way for optimizing the keywords?

Buying link is one of the bad think which you do with your business or with your site, if you looking for something new and acchiveable then you need to build it by own, if you choose short cut then chances of getting ban or penalize form search engine is high so be safe

They are not good if they're specifically targeted for your site.Because Do keywords in the footer will not carry the same weight as keywords on the rest of the top and middle.

Keywords that appear higher in the blog posts, have greater value. Keywords placed lower in the blog content have less effect.

I'm not saying that keywords in the footer of the website carry no value. But it carries less value compared to that of keywords placed higher up in the page.
