I've wonder my site now has PR. Unfortunately, my backlinks can't boost higher. Here's my site

You need submit your site all of off page submission. Submit your site do follow, high PR and relevant back link to your website. You can use articles, press releases, forums, blogs, directories, classifieds and social bookmarking etc to create more back links for your website.
