You would think that increasing price per click would increase your rankings. However what if a competitor had exactly the same click cost as you?...who would be ranked highest?

Because of this google also ranks on number of clickthroughs.

If you appear higher in the list you will get charged upto your 45p, but this will not happen until you get a higher clickthrough rate.

Try changning your ad text a bit to make it more attractive to customers or add a few different keywords.
