Static website made in html with simple code and each page are separate pages.. and in the dynamic pages it made high programming languages like php .net and each website urls take ?,$ symbolic character, which is not useful for SEO.. Dynamic sites can reduce ongoing maintenance costs if you don't want to change things yourself with a webpage editor or with the HTML so that's why ..

I never heard about static or dynamic website... but there is static and dynamic URL's.

Dynamic URLs are url usually auto generated by servers with different kind of characters and symbols like like ? # % and more, sometimes like catid=&328sIf

It is recommendable to rewrite dynamic urls into static urls which are clear and fixed in URL so SE bots and visitors can easily recognize the page by analyzing the url.

i agreed with your statement, in dynamic you can add pages from backend but not in static website
