There is no special arrangement of this meta tags, as long as you declared them the right way and in the Header part of your codes. What matter is their contents, put something very descriptive and to the point according to what the page is all about.

As per my knowledge use the main keywords in title and Meta keywords and make descriptive information to including target keywords for Meta description tag. And I would like to share on page standard such as title should be less than 70 characters and description must be 160 characters and keywords should be 120 characters.
