My opinion is make a backlink from same niche blog that have the higher PR

Incoming links can be from high PR sites. And your PR will increase too.

Maybe your targeting a wrong neighborhood thats why you get a low PR. It doesn't mean that a huge amount of IBLs is equivalent to a good PR.
