I never tried Article Submission. I always publish my articles on my blog, if its good quality content I don't think I need an article submission tool.

To all the article directories. Google doesn't put limitation on submitting article to various sites. IT will be considered as spam if you start putting extra links..

You can submit up to 10 submission, after that you need to rephrase your article content and then submit in article directories.

You need to submit your article within few days as early as possible before it going live on any reputed site. While it doesn't for some good sites do submit while your article is fresh.
