Hi,
The best way to increase PR is the increasing number of good quality backlinks with relevant websites and decreasing the number of bad quality or banned websites which you are linked to.

Build quality links as much a possible link to a related site with a high PR.Creating a unique quality content also helps.

PR4 is considered quite high. To get higher PR, you need to have inbound links of PR6 and above.
You can subscribe to directories which have a PR6 and above. eg

You need to write good stuff in your blog related to your field which will attract visitors also try to built good link with your related business directories and their categories, if you submit to wrong category then it may not get count. Use some good and unique keywords and content this will work.

If you are talking about Google PR? then it cannot get increase in a day!
And if you asking about search engine results then you need to target less competitive or unique keyword which is very similar with your services or products to search, use good content and sub titles in h1, h2...etc. Lesser competitive the work higher the chances of ranking.
