Search Engine Optimization - A Hour A Day by Grappone and Couzin.
Note: I have no monetary interest in promoting this book but I mention
it here because I did find it useful in explaining the ins/outs of SEO.

Hmm, you may have to find a good domain name, make sure you submit your site to google if you're not already indexed.
Some sites take years to get ranked atleast number 5, while it only takes others only a matter of months. So just do your best and with enough backlinks and patience you'll be up there.

One way is to download the Google toolbar - select customize and then page rank. It will then show the PR of every site you visit.

If you mean to check pragr ranking of your sites then you can! you need to download Google toolbar to your internet browser which will automatically shows PR of site you vist or open in that browser! Here is the link for Google toolbar:
