some links on blog comments are not counted as back links by google. What is the reson for that?

Agree to that... Google love blogs because of unique content and it can easily indexed if you updated it and used the ping services. Blog comments would be a great idea if the links or the blog itself is related, it is a quality site and it drive traffic.
