The latest Google Penguin update was on May 26th or what they called the "Penguin 1.1" matt cutts call it a "data refresh" that is designed to fight web spam pages and affects 0.1% of English language searches.

I love how SEO agencies are already promoting "penguin recovery" services. Even though their exact same techniques got their clients sites banned two months earlier LOL

as for the anchors that has not to be the same keyword or few keywords... for me it is complete hoax
I think someone in G came out with a lot of bullshit and now they must be close to death by laughing.
