If I want to write an article and submit to enhance the website ranking... Should it be related to my website or any topic can be choosen?

Yes, you have to choose keywords to write articles and submit this article to relevent category in article directory.

Yes, you're article should be related to your niche, so that you can insert your targeted keywords and use as anchor text.
