If I want to write an article and submit to enhance the website ranking... Should it be related to my website or any topic can be choosen?

Yes, you have to choose keywords to write articles and submit this article to relevent category in article directory.

Definitely the topic should be related to your site. It helps to promote your site product and also in your keywords. Article should be related to your website topic. its better to choose good keyword to write articles. Do you know about link bait ? articles should be informative to attract user to your site.
