HOW DO I TELL GOOGLE TO CRAWL MY NEW WEBSITE AND INDEX IT

Despite of having quality content and good inbound and outbound links most sites do not get traffic according to their potential, coz googlebot dont indexes all the pages of their site.
You need to tell the crawler that what are the pages it should visit and are a part of your site, for this you need to submit a sitemap. SITEMAP IS A .XML FILE HAVING ALL THE INFO ABOUT YOUR SITE.
YOU SHOULD ALWAYS UPLOAD A SITEMAP FILE. IT HELPS YOU TO GET BETTER INDEXED IN GOOGLE AND ALSO DRASTICALLY IMPROVES YOUR LISTING IN GOOGLE.

I am totally agree with this.
ALSO DRASTICALLY IMPROVES YOUR LISTING IN GOOGLE.
But I can't agree with this coz there are lot of facts to improve site listing in google. sitemap submission is not related to this issue

Keep building backlinks... the more you have the more often google crawls your site.

correct, sitemaps are a great way of ensuring that google indexes ALL the pages on your site

submitting sites to DIGG will never work for u,
i hav tried that but its useless,
but the previous idea of
giving links to indexed sites works i knw that.
give link to
www.caisc.co.in you will surely get gud response, try it.

Digg does work.
Digg gets crawled daily. So if you submit your site there, it gets crawled with all the other new digg content.
