Nope, cache only shows that your site is indexed and the contents it cached. PR is ranking of how important your site is, thus the votes of other sites to your site which called backlinks along with it's quality, also your site content and many other factors. But it is important to let Search Engines to cache and index more your site.

Page rank doesnot depend on chaching. if page rank of your site is down , you should start link building and try to get more backlinks from relevent sites.

Page rank is not related to cache. Reputation is on the page rank, if your reputation gets higher, your page rank increases. But now, page rank is not that important, what's more important right now is your page rankings.

If you are getting 200 links from different pages, and from those 100 pages are not cached by Google, than i must say only 100 IBL's will counted for your website.

Internal page rank do play a role in your page rankings.
