you don't need to submit your web site to Google. Try to have at least one link from another web site pointing to your web site and Google will index your web site automatically. You can try registering your web site in web directories.

You don't need to submit your site to SE. It's not necessary. Robots will crawl it eventually.

i think you should do some on-page optimization first.. so that your newly created site will be SE friendly that the crawlers can easily read your links and images
