For getting high PR, you must have following points in your site;
1. Good quality backlinks.
2. Updated content.
3. Proper keywords.
If all these points are added in your site then it is very easy to get high PR.

Just to add a little to the above post...
A quality back link is usually a page or site with high PR.
Concentrate on finding links from these high PR sites and pages and your PR will rise too, which only really affects how often the Google bot comes to visit your site pages and does NOT really affect where you appear in Google search results.

Search directories that have a category that matches your theme, and look at your Google Toolbar for the PR of the category page you would be on. Submit your site to directories that have high PR for your category. Submit articles, press releases etc. anything that can be linked to from authority type sites.
I don't know of a list that has sites listed by PR, but usually the popular sites are at the top of search results (*hint), so just search for what you want to find!

It may take months before it shows in Google. Not all sites linking to you will show as backlinks in google as well, only really quality ones.

Through SEO work you can find high PR. Article submission, Directory submission, blog comments and keyword searching may help you. you can find another way in Google.

Why still considering PR? . You won't get your traffic or ranking increased when your PR increased. The visitor of your site too won't consider about PR.

Forget or don't worry much about PR. Search your targeted keyword on Google, the url of those on top of the result and use the link:domain.com command and try to get backlinks they have.

You shouldn't worry about pagerank so much. Ranking is not just based on PR. There's another key factors to be considered as well.

Page Rank completely depends upon the link juice you get from dofollow sites.So try to get more high PR dofollow back links,definitely you'll get PR in the next PR update.
