Preferably stick to websites whose homepage is receiving pagerank...even if the score is 0. Using the pagerank add on for firefox is a quick and easy way to check the sites you visit. Don't link to/from sites that have a greyed out pagerank...this is usually for a reason! (they have been naughty)...

My suggestion is create unique content and publish press release and also Article submission is really very helpful to get quality back link.

You can also put links on some forums signature. That's one of the method.
