2. Off-Page Optimization - link building techniques
3. Post Quality Content - Must be unique, fresh and interesting. Especially for a blog.

I think that should be to GET link popularity from inbound links FROM themed and quality resources.
Meta Description actually is still QUITE useful for Google (otherwise they just pull whatever they like for the page description.)
Met keywords are no longer used by google, but may be by MSN - I'm not as current on what MSN is doing.

Every search engine love Content , if you have Quality content on your And your site is very user friendly you don't have to worry about anything . if you have interesting and quality content relevant to your Site purpose You will get Good SE ranking ... And if you have quality content + quality back links ... you will be at first position with target key words ...

For me getting a quality link with high PR will put you on top of major SE.
