My assumption is that global link popularity includes backlinks that have a non-local effect like:
blue widgets
whereas local link popularity would include locality keywords like:
blue widgets miami florida

i think in global - you are targeting all the online users in all over the glob to visit you site
in local - you are targeting or you're promoting your site in a particular place or country

You compete only for geo-targetted area thats why your main goal is to get backlinks from that area sample google.com.au while for global one you get as much as possible backlinks from different sites which are related to your site even from other areas as long as it is relevant to your niche.

Local backlinks is those links from site with same IP as your website's IP.

Local link popularity is through in your locality only like in your country only. while global popularity is working with your site optimized globally in search engines.
