Backlinks should always be strong, if the backlinks are broken then it will harm PR of the site.

Backlinks must be quality and not just backlinks to be effective on the site PR and SERP.

You should also try to get your backlinks at a lot of different sources to give added stability. If you build them all at one place they turn NOFOLLOW you can really be hit hard.

Thats true. Directory sites for example, most of them are 'down' and 'suspended' that is the reason why you have to continue to build links.

yeah its true , its not just happen when link get braked , its also happen when some one remove your link from them site, or them site get banned from google So always keep building for your site , if you want to remain your position in search engines

Building links is great, but take care about these things while making links-
1) Relevancy- The page you are linking with must be relevant.
2) Page Rank- The page you are linking with has page rank or not.
3) Number & quality of Bcklinks- Check the back links of that site you are linking with.
4) Number of Outbound links- There must be less outbound links on the page.
5) Cache- Cache date of that link page. Always look for recently cached page.

Building backlinks should be a continuous process because of competition. That way, you'll prevent your competitors from outranking you.

Back links is a big factor to get into top rankings as well as high PR.. But of course quality is better than quantity.. Quality of back links have higher value compared to those irrelevant sites that you are getting..

You said it right! Linkbuilding should be done constantly. An SEO campaign can only be successful if persistent linkbuilding activities are done.

Backlinks are good factor for SEO. This process should be done constantly. They should be quality backlinks.
