The same SEO/inkbuilding methods apply in optimizing a blog. Post unique contents in it and build quality links for it through forum posting, article submission, link exchange, etc.

Also blogs can be syndicated with their rss feeds. Blogs can be ping too, which enables more options to get cached by SE's...

Even i have blogspot site. Well i am focusing on creating back links through various sources like forums, article submissions, interlinking blogs etc. In fact there are some widgets which are really help you to bring some traffic and backlinks

Not just to create backlinks, make sure that you are creating unique contents for your articles.

Blogspot is just the same as other blogs and sites. If you want to promote your site, then you have to start building links.. In order to do that, back links helps..

They are all right, the combination of on-page and off-page optimization is right for your blog. Considering not just for blogspot but also in other blog hosting might be a better idea. Start the basic first then if your think it is not enough then study more. After all if you need an answer to your question there is always SE's to help you! Good Luck

The look of your blog is a plus factor in attracting visitors plus the quality and fresh content that your site have. This is actually the techniques i usually do to promote my blog.
-joining niche related forums
-joining and posting content on social media sites
-blog article syndication
-bookmark content
-blog ping
-2/3 way link
-submit my blog feed
Any of those are effective depending on your strategy.
