Googlebot read the html and php in the similar way. You can easily change your website from html to php if you keep the same content.

What do you mean by "301 redirection is the most effective solution for that"

He said - if you use redirection from page.html to page.php you must use 301 redirect. This type of redirect said to crawler "this page was permanently moved to a new location". 301 redirect keep about 90% of Page Rank and redirect this PR to new page. In this way, you could keep all your google trust to your website.

URL Rewrite or a 301 redirection I think is really the solution here...

Changing extension means new page and they are considered as new pages. Don't forget to submit sitemap when you have the pages.
