Is there any way Google will help webmasters who have cool sites, more than they help those with sub-par sites?

E.g., they regulate the amount of advice they give to webmasters, based on their site's bounce rate. They could make using the advice only effective for those with cool sites. When a sub-par webmaster carries out the advice, it does not work.

They should be already doing this, right?
